Europe has had speeds as high as 40 mbps for a long time, and they don't charge a much more reasonable fee from what I understand. In the U.S. though, gouging the public is a fine art at this point. I see they are updating service to people who can already get FIOS, but what about all of us who cant even get the regular FIOS service?
