You could always tax things some more. Maybe invade China, stop them from using the electricity they can now afford…? That will no doubt be your bit…

I believe the reason that many people are saying that this would effectively outlaw standby mode is because that would be very, very hard to do for many devices and certainly more expensive for the producers and consumers.
