The Emissary card would look and act like a regular credit card … but it would also be a smart card. It would track the rate at which a person pollutes. Users are allocated a certain number of “carbon credits”, which are used up as he uses the card.

Well, I must say as somebody who has never owned or used a credit card, this is yet another reason not to. And as far as such a card actually succeeding, it’s not likely there will be too many takers. Whoever came up with this idea probably has good intentions, but lack of public demand will quickly kill the idea.
